David Barry

David Barry is a leading construction expert witness and arbitrator, and Executive Chair of Martello Expert Services, where he founded the Construction practice. With over 30 years’ experience, he has acted as expert witness and adviser on some of the most complex construction and infrastructure projects internationally, including airports, bridges, hospitals, highways, railways, industrial and process plants, and oil and gas infrastructure.

A major contributor to the Society of Construction Law Delay and Disruption Protocol (second edition), David’s work has become a leading reference for delay analysis in construction law worldwide. He also serves as an arbitrator and Dispute Adjudication Board tribunal member. In May 2024, he was awarded Life Honorary Membership of the Society of Construction Law by Lord Justice Coulson, in recognition of his significant contributions to the field.

David is a serial entrepreneur with a strong track record of building and exiting professional services businesses. He founded Precept Programme Management in 1999 (acquired by NYSE-listed Navigant Consulting in 2006) and Blackrock Expert Services in 2011, which he led through two private equity investment cycles before a successful trade sale to Kroll in 2020. He was named Who’s Who Legal Construction Expert of the Year in both 2018 and 2020.

David joined the Ecsper Advisory Board in January 2026, bringing his deep expertise in construction dispute resolution, expert witness practice, and scaling professional services firms to support Ecsper’s mission.
